It would need 60 votes to break a presumed filibuster. The Dems would filibuster any bill that had a chance of reaching 51 votes.
It takes 60 votes to stop a filibuster but that’s a senate rule that the senate majority can change any time they want to, as they did to confirm Grosuch to the Supreme Court.
They just need to go to majority rule for legislation, but the GOP won’t do it. It’s called shooting yourself in the foot in other parts of the country. In DC it’s called bipartisanship.
Yes, it makes no sense whatsoever. Trump needs to start a major campaign to end the filibuster. Most of his base would support him in doing so.
