I’m surprised at your comparison of sanctiary cities with states exercising their 10th Amendment prerogatives.

Read the Constitution. Congress was delegated power to control immigration and repel invasions. Therefore, cities have no authority to become sanctuaries.

There is no such power delegated to control intrastate commerce, unless you want to defend the New Deal Commerce Clause.
