How can they block him if they’re in recess? Why aren’t all Presidents blocked from making recess appointments?
That is what I am wondering. I doubt this is constitutional or it would have been done before now. I think he needs to recess appoint two or three of his picks anyway and let the SCOTUS sort it out.
Same way they stopped Obama.

Lisa Murkowski (R-Alaska), doing wrap up for the entire Senate, locked in nine “pro-forma” sessions — brief meetings that normally last roughly a minute. The move, which requires the agreement of every senator, means the Senate will be in session every three business days throughout the August recess.

Technically they aren’t in recess. They will continue to call the Senate to order
every three days or so. I think they have nine such calls on the schedule. They did
this with GW Bush and Obama.
It was not this way before Obama tried to install a Supreme Court Justice to fill Scalia’s seat. Obama took it to the Supreme Court and lost because it was ruled that the US Senate decides when it is formally in recess.
Now all members of the Senate are blocking Trump over replacing his own cabinet member who he feels misled him and is not doing the job.
If it were all democrats and a few republicans like Collins, McCain, Murkowski, then it would be seen as fixable in next years elections.
The US Senate has not given Americans healthcare reform, tax reform, regulation reform, a real budget with real spending cuts, But they have managed to give a special prosecutor carte blanche to harass a duly elected president to no end.
Very disturbing.
With Mueller convening a grand jury and this blocking of appointments, the coup is on.
