The FBI supplies the investigators.
Given the enormous size of the legal team in the Special Counsel's office, there may be dozens of FBI special agents assigned to matters the Special Counsel is investigating.
As far as people wondering whether Mueller will investigate Hillary or some other non-Trump person, the answer is no.
His jurisdiction is to investigate only links or coordination between the Trump campaign (including obviously Trump himself) and the Russians.
No particular crime is specified. In theory, he can look at anything in Trump's life or businesses, because a Russian link might appear anywhere.
How about a warrant to search the closets in Mar-A-Lago? Sure, that's not out of the question because a Russian in theory could be hiding in the closet.
But in theory Mueller does not have authorization to investigate the Clintons or the Awans or unmasking or anything other than Trump and others on the Trump campaign.
Appointing a Special Counsel in the absence of a crime is a violation of DOJ regulations, and the entire investigation is a travesty, but you have the entire Democrat party and the entire GOPe Donor Class and their hired Senators and Congressmen supporting this.
“Appointing a Special Counsel in the absence of a crime is a violation of DOJ regulations”
Bingo.
And Sessions is spending his time going on field trips to El Salvador. When is he getting fired?
... In theory, he can look at anything in Trump's life or businesses, because a Russian link might appear anywhere. --
Those two statements appear, to me, to be contradictory. "only links or coordination between the Trump campaign" and "anything in Trump's life or businesses" are quite different in scope.
The accusation is against the campaign, which did not exist before 2015. NOTHING before 2015, no event before 2015 is relevant to the inquiry.
That doesn't mean no crimes may have been committed by campaign people before 2015, just that those events are not in Mueller's jurisdiction.
Neither are crimes by campaign people, while the campaign was underway, that were not done "on the job."
