If their unvaccinated pet should bite someone, even playfully, it will be put down and tested for rabies.
That is the law, everywhere.
Otherwise, if they don’t care if their pets die from something preventable, then it really isn’t a danger to other pets as long as the owners keep them in the house.
This isn’t quite like idiot parents who refuse to vaccinate their own children, who are then a danger both to any infant too young to vaccinate, and to people who have compromised immune systems.
