Isn't it the House that makes laws? Congress consists of the House of Reps and the Senate.
Or is it that laws start in the House of Reps? I am quite sure it does not start in the Senate.

Laws are supposed to originate in the house, except AHCA started in senate i think- it was all wrong from the very beginning. It was discussed during Supreme Ct ruling why not bring up that fact..... i am a little fuzzy on my memory.
