In addition, I believe he has the authority to keep them in session - as in “no recess” until something is done. A very smart freeper cited the clause that allows him to do it. Sure would be fun to watch.
They should end just because: 10th Amendment
But I also don’t seem to recall any money actually bring appropriated for this and it, or something like it, was only “funded” because Obama was fast and loose with F/FM’s books, stealing from them.
August in DC is like being in a hot and miserable hell hole. The Temps get into the high 90's to 100's and the humidity is in the high 90% level.
So keep them there if he can. Mess up their vacations and their love life.

Any Senators against repeal should be stripped of their chairmanships.
Collins chairs the Senate Committee on Aging.
Murk chairs the Senate Energy Committee.
McCain chairs the Senate Armed Forces Committee.

He shouldn’t merely “threaten”, he should DO IT...and DO IT IMMEDIATELY. I believe there’s a court decision that those payments are illegal so he should immediately ACCEPT THE COURT DECISION, DROP ALL APPEALS OF THE DECISION AND NEVER MAKE ANOTHER ILLEGAL PAYMENT.
