If this was a serious question, I’m afraid you’re part of the problem. You need to spend some time learning how the federal government is designed, about separation of powers, and about the limits of the authority of the various actors. Reading and understanding the constitution would be a good start.
The president has essentially no authority to tell the congress how to run its business. He has no power to tell them how to vote, when to vote, what to vote on. He has no power over who serves in congress, or when or how they depart.
The president can call the congress into session. That’s about the limit of his power. If they don’t want to be in session, they can show up and immediately vote to adjourn themselves, and he can’t stop them. They could repeat this cycle for years if they felt like it.
The only real power over the congress is us, the voters. And we keep exercising our power badly.
