Does the White House Communications Director rank
higher than the White House Chief of Staff? Since Priebus
is the WH Chief of Staff (what does a Chief of Staff do anyway?)
and was hired directly by Pres. Trump I would assume
that the Chief of Staff ranks higher than the Communications Director
and that only Trump could fire him.
Priebus is Chief of Staff and the Comm. Director
is just staff, so who has the authority to fire who?

Neither fires the other without the Presidents approval. You can bet on that. You think the Chief of staff can sail into the oval office one day and just say, “Hey Mr President, I fired the communications director. Thought you might want to know.”?
The rank among White House Staffers is at best, a matter of convenience among the lower staff. Main positions are not freelance fired by anyone but the president in reality.
