The author needs to brush up on the economics of international trade. German business doesn't have to "shrug[ing] off the impact of a strong euro". German business is the reason for the strong euro. OTOH, less efficient economies within the Euro Zone (the PIIGS, etc.) are probably struggling -- again.
Well, I wonder which export market has the Germans all excited and why.
