They have been doing this to protect the boys. It is a brilliant work around.
It’s a work around until scouts are inevitably mingled with other scouting units in council-wide camping and scouting events. I know that I went to several specialty camps with scouts from other troops; there’s no way to be discriminating there. Not to mention the Order of the Arrow, which is inherently inter-troop in nature.
No Troop is an island, as much as that would help. The entire organization either has a common mission/values statement or it doesn’t, including each component unit.
