The kids were non-swimmers so they likely couldn’t have helped the victim.
They certainly could have called 911 instead of watching and laughing.

The teens did nothing because they were hiding out in the trees smoking pot.
Everything was funny at the time.
They have confessed to this.
That should be enough for a conviction on drug charges if nothing else, and these kids could shape up if they spend long enough in mandated rehab. We used to have a good system of military schools, which was often successful with kids like these.
