One can be a teetotaler and disagree wholeheartedly with this nation's wasteful War on Drugs and AG Session's "Back to the 80s" embrace of failed reefer madness drug warrior programs.
This wasn't what I voted for when I voted for Trump and it certainly wasn't what he ran on.

But from the other standpoint, I think that it should be up to the states."
At a campaign rally in Sparks, Nevada on Oct. 29, 2015, Trump said: "The marijuana thing is such a big thing. I think medical should happen — right? Don’t we agree? I think so. And then I really believe we should leave it up to the states. It should be a state situation ... but I believe that the legalization of marijuana – other than for medical because I think medical, you know I know people that are very, very sick and for whatever reason the marijuana really helps them - … but in terms of marijuana and legalization, I think that should be a state issue, state-by-state."
So if Trump approves of this, it is in opposition to policies he took on the campaign trail.
Yeah, sort of like ending DACA on his first day in office. Trump can direct his department heads to pursue, or not pursue any of these policies that are more or less discretionary. Are you saying that Trump is too weak an executive to issue a simple instruction related to marijuana enforcement?
