Specifically I don't see how a CIA led with nominal political control can accomplish all those things. Of course the nominal political head could be ignored or subverted, but that still requires some other leadership inside the CIA to lead that effort. Alternatively that leadership could be outside the CIA organization, but then we have to figure out how they lead these CIA dark ops.

For the CIA to be doing this a lot of assumptions have to be made. You have to believe there is a Deep State that has had a measure of control for some time and part of that control is over some of our intel agencies. It’s tough to prove as you say however it keeps coming up over and over.
