I used to believe this stuff but now I've learned:
Population Control -> Underpopulation -> Target for Mass Migration and Takeover.

So Nigeria is a target for underpopulation, then mass inbound immigration? If anything this seems like an effort to reduce future African immigration to the US and europe.
