Unless I saw a gun out and nearing use, I cannot imagine shooting across the driver at someone. Far too great a chance of putting a bullet through the driver if he moves. Apart from the noise of shooting from inside a car!
I’ll bet the other officer was walking like he had saddle sore after those shots went off.
