No, but she called the police because she was afraid. What was she going to do if there was a rape in progress, tell the guy to stop? It was a poor decision but it shouldn't have been a fatal one.

She might’ve been panicked. In any case, police are supposed to be TRAINED on solid judgment. No excuse there.

Maybe she saw the police pull up and then went out to tell them what she perceived

It took me over 20 years to finally break my wife of the stupid habit of running outside every time she heard something that bothered her. Tactically, it makes no sense at all to go running out of your house into an uncontrolled situation, especially when the police have already been called. No, I am not blaming this lady for getting shot and it was NOT her fault. But, I am saying that people need to think about the potential consequences of their actions.
Do I understand correctly that Minneapolis 911 does not have a locator system? Even Crescent City, CA has that!
