I think he wants it to collapse. He has said they OUGHT to let it collapse. He’s giving the congress a chance so he can point the finger at them. Sounds now, though, like he and the turtle have a play on. If they pull off repeal, it will be ‘uge.
Now if he could learn the phrase “They will let it fail” instead of “we will let it fail”. That would probably be a good thing for him.
