Turning it over to the owner and insurers IS about “personal responsibility”. Do you get your car registration without car insurance?

I am in favor of many other aspects of “local city housing permitting” stuff being turned over to the insurers, and out of the hands of petty bureaucrats. If the insurer is happy that what the owner is doing is not contrary to the insurer’s risk standards, that’s should be 100% all that is required. The rest is petty local nonsense.

Requiring insurance by law is the opposite of personal responsibility.

It is selling out to the Insurance lobby.

When insurance is required by law, it always costs way more.
