To me the fact the words, “No foul play whatsoever” is in this “suicide note” makes this whole thing an obvious plant.
Along with the email chain from that Goldstone guy in which he so carefully mentions “Russian Royal Council” and “High Russian Government Officials” is, to me is all so incredibly phony not to mention really, REALLY amateurish.

No kidding!
Someone who killed himself would have left a note explaining how mad/sad/angry he was. And perhaps how he was getting revenge on those who had wronged him by taking his own life. He might apologize, etc. But there is no way he would write, “believe me, no one killed me! I promise! Pinkie swear!!!”
And as for your second paragraph, the scenario reminds me of something from Boris and Natasha.
And this is the best the “smartest woman in the world” could come up with?
