What doesn’t hold water is the notion that by having a NAVY misfire/accident, this would have “doomed” Clinton’s reelection. I don’t buy that for a second.

I think the factor here is that the Centennial Olympic Park Bombing occurred 10 days later. Clinton likely felt that he couldn't have two terrorist incidents within a week of each other as he was going into the 1996 DNC convention in less than a month.

So he ordered the NTSB and the FBI to make this into an accident, and Richard Jewell was immediately made into the public scapegoat to get the Olympic bombing off the news.

Ten days LATER? By then the FBI TWA 800 investigation was already set. How could something that happened later have affected this?
