I guess that’s the Dims latest talking point - I heard some other “pundit” call it (Trump’s wonderful Poland speech) a dog whistle.
Today, Ronald Reagan's "shining city on a hill" would be called a "dog whistle" of white people living in a clean upscale neighborhood, while minorities are living in urban squalor and decay.
