We have demonstrated to Xi (Kim's thoughts are actually quite irrelevant) that it is our choice. Where things are still ambivalent and harder to demonstrate is the ability to do it to a large group of missiles. I suspect we do not yet know whether we can do that. That is why shutting down Norkea is imperative and it is important that we induce China to do the deed. Norkea has to be stripped of its capability, for one reason, to prevent China to use Nork "missile tests" as a cover to initiate a launch of a flurry of missiles that may be able to overwhelm our defense- remember, only one or two have to get through- a flurry from North Korea.

True, however the problem with Chinese ICBM’s is that THEY have MIRV’s. From a quick search I see that Our Trident III ICBM’s can carry 12 Independent Warheads so that means the important thing is to stop the ICBM in the ascent stage of flight before it can begin the deployment of the Warheads. I’m not sure about the Chinese capabilities so I’ll PING the best I know here on FR for more info.
Thank You in advance OM and Thank You again for Your Service!
