There you have it, whoever did this must have known Linux... It wouldn't really be necessary to know Linux. There are bootable Linux images that can be copied to a USB drive that contain a plethora of utilities that can easily be used to copy data from the hard drive of almost any computer. It would be easy enough for someone with little IT experience to do this.
