Trump claimed former President Barack Obama “did nothing” from August to Nov. 8 about Russia meddling in the election. That’s wrong. Among other things, Obama spoke to Putin about the issue in September, and his administration worked with state officials from mid-August until Election Day to prevent voting systems from being hacked.
He knew he'd have more flexibility after Hillary was elected.

At the time every one thought Hillary would win.
The election of Trump was a Black Swan event and an enraged Obama and Democrats trotted out the Russian election hacking theory to delegitimize Trump’s win.

To the extent that it succeeded, it kept Trump from being able to repair relations with Moscow as well as advance his domestic policy initiatives.
