I do ponder that land-owner requirement from time-to-time. Never happen, but I wonder if the modern day equivalent is that you must have filed income tax as a non-dependent and your tax return must show that you actually paid net positive taxes.

no. people can have a bad year, the self employed as an example where they pay n o taxes. What of stay at home moms? they’d be filed on their husbands taxes not have earned anything themselves or paid taxes themselves? I’m sure there are more situations where a person for a year or more may not owe taxes.
