Turkey says it's not 'declaring war' in Syria, but ready to respond

Turkish military preparations in northwest Syria are legitimate measures against a threat from Kurdish forces in the Afrin region, and Turkey will retaliate against any hostile move, Deputy Prime Minister Numan Kurtulmus told Reuters on Wednesday.

Kurtulmus was responding to the head of the Syrian Kurdish YPG militia, who told Reuters that Turkish military deployments near Kurdish-held areas of northwestern Syria were a declaration of war which could trigger clashes within days.

and will allege a hostile move whenever they think they can make a successful attack.

Erdogan sees an opportunity to rebuild something like Turkiye's historical presence in the region. If he succeeds against Syria and Iran he will move toward the Balkans. Once Moslem, even if for only a day then it is rightfully a part of the Caliphate.
Erdogan had hoped the ISIS caliphate would be successful in establishing a secured presence in Syris/Iraq and then be ripe for Turkiye to co-opt or militarily or by intrigue and assassination move the Caliphate to its "rightful" home in Istanbul.
