You are correct that is and has been happening widely. A minority dean forced me to change a grade to pass a minority student who had shown up to class less than a handful of times during the semester and had utterly failed the exams. The student knew virtually nothing. It was explained to me that I needed to understand the student’s personal situation. The concept of “Dean for Minority Students” became institutionalized as much as 50 years ago. These deans seem in practice to run interference for minority students who are not fulfilling the demands of the classes. Others of the students are behavior problems. All professions have been impacted by having to take students who would not have made the cut based on grades.

The unofficial line in the school district where I teach (in NC) is “you don’t educate, you graduate”.
Seems like in the old days it used to be if you did the former then the latter would follow...But, hey, what do I know. I’m not a district official.
Happened once to a Late colleague of mine, though the circumstances were different. When pushed to award an undeserved grade he replied: “You are my supervisor. I will certainly comply as soon as I receive the order in writing and signed.” Silence ensued.
