Congress did not appoint Mueller. It was Deputy AG Rod Rosenstein. I’m sure that’s why Trump is reportedly still pissed that AG Sessions recused himself from the Russia investigation.

Because Jeff Sessions is a spineless idiot who recused himself because the media threw a hissyfit.
Sessions is actually responsible. As a result of his recusal,
his deputy Rosenstein appointed Mueller. This recusal also freed Sessions up to pursue his passion...tracking down marijuana users.
