To what do you attribute the current condition of blacks in the US, when you consider that before the advent of the welfare state, blacks we tracking whites in most markers, and some statistics show they had a lower illegitimacy rate than whites?

In 1967, 34% of Blacks lived in poverty. Today the rate is 24%. In 1964 the birth rate for Black women was 29.5 per 1000. Today its 14.3/1000. In 1960, 21.7% of blacks had a high school diploma or better and 3.5% had a college degree. In 2014, 85.8% of blacks had a high school diploma or better and 22.2% had a college degree or better. In 1983 the black unemployment rate hit 20%, last month it was 7.4%.
No one in their right mind would say that crime, poverty, unemployment, drug abuse, and dysfunctional families aren’t catastrophic problems in black America, but over the decades there has been significant progress as well. I expect the progress to continue and accelerate during the Trump administration.
