The primary reason people form governments is to organize a means for defending same. When a nation's government, whether through incompetence or antagonism towards its own citizenry, fails in its prime duty, then the people have no choice but to put an end to the government lest the nation itself cease to exist.
It's not a difficult concept. It's basic human society 101.
