Do you not see a problem described above? As in, every boat on that trade route should be mini-gun equipped?

That's one way to look at it. But back in the halcyon days of piracy, Jamaica was the center base. So it got colonized and became the base to drive piracy into virtual extinction. There is a lesson here.
