One thing that would help in some of these altercations is equipping the Police with a Sjambok, a less than lethal weapon. In South Africa, they use them for herding cattle, among other things. Like a bullwhip, but no real skill required to use it, unless you encounter a determined Pit Bull.

They used to be made of Hippo hide, but now they use plastic. I bought one that is 42" long the other day for $10. delivered. The 54" long one was $16.

These people forget about the repressive regimes where they came from. Behavior like this would possibly get them and their families tortured and killed back there. Slowly.

We cannot simply sit around and have these animals destroy a rather fragile, civil society.

If the police are not issued firearms and given shoot-to-kill orders when being bombarded with bricks and molotovs, then the bosses have clearly sided with the invaders.
