First, cut off all federal funding.
Then cut off all right to vote in federal elections.
Then revoke state status and revert California to a territory.
The Cali gov is then rendered moot.
Appoint a gov to manage the new territory.

Then.

Get the voter data.
Make the general public inescapably aware of the fraud we all know goes on.
Gather up all those involved. Hang them in public places.

Then.

Allow California to reapply for statehood.
