Yes, there is vote fraud. It is overwhelmingly done by citizens who are patronage employees or contractors of establishment politicians. They vote in the name of non-citizens, they vote in the name of dead people. But mostly they vote in the name of citizens who were legitimately registered; but then moved to a new address and are now registered both places.
Patronage does it to keep their job, to impress their boss, to get a promotion. There are a few who do it for ideology. But actually not many. The van of ISU students I saw doing it in Nov 2012 were Leftists, yes. But their motivation appeared to be mostly that of a sophmoric prank. I’m sure they bragged about it in a joking manner in their leftwing classes.
