I think ceasing to hyperinflate drug profits and channel them into criminal hands will help. Maybe if you make it legal to grow as much as you want it could affect price, but you can bet it will be more controlled than wheat allotments.
It is always about the money. Most people have never lived under a stable currency before, likely never will.

Colorado, at least, has not overrestricted legal growing - legal pot sales are over a billion dollars a year.
