The 10th doesn’t allow states to violate the 2nd. Or 1st, 4th,5th, or any other. In the Heller decision, the Supreme Court recognized a state's power to place reasonable restrictions on firearms. That makes it a 10th Amendment issue.

I agree. The 2nd amendment shall not be infringed, nor the 1st.
It galls me that I may not travel freely in my country.
