llinois is like Venezuela now, a fiscally broken state that has lost its will to live, although for the moment, we still have enough toilet paper.
But before we run out of the essentials, let's finally admit that after decade upon decade of taxing and spending and borrowing, Illinois has finally run out of other people's money.
Those "other people" include taxpayers who've abandoned the state. And now Illinois faces doomsday.
So as the politicians meet in Springfield this week for another round of posturing and gesturing and blaming, we need a plan.
And here it is:

Start cutting jobs, benefits of state employees
State takeover of Chicago governance
Quarantine S. Chicago and let them fend for themselves
Put pensions, current and future, in line with market, less 3%-5% to help recoup past overages
He doesn’t live in Illinois, just has a house there. Has to stay in DC doesn’t he, to keep his agenda going throughout the US.

You will have to Amend Article I Section 10 of the Constitution first:
No State shall...pass any...Law impairing the Obligation of Contracts....
This provision is not qualified by any phrase "with consent of Congress" as are other provisions in Article 1 Section 10. It is absolute.
Wherever he is including Illionois, they’d be better off without him.

Sounds excellent... California next, New York to follow. Of course this means no statehood for Puerto Rico. When these now territories restore themselves to fiscal reality, they can re-apply for statehood, after a 10-year probationary period.
One problem is it also punishes the “Red” counties, which are most of them, and are more victims than participants. Maybe just make Chicago a territory... then Illinois would be Red. In most states Hillary won, one area had a larger margin for Hillary that the state at-large. Do this for all the Blue states.

The solution is to start renegotiating pension agreements. The state can’t pay. Nothing is or ever was guaranteed.
State constitutions can be changed, and they can also be invalidated by the courts.

In a different situation, how far along would you go with "just dropping the second amendment" in the U.S. Constitution?
Those items were put in the Illinois Constitution just for this reason.
This isn't the way to go. I prefer forcing the sale of all of the property and assets that the state holds.
This stuff rightfully belongs to the citizens of the state and would probably more than settle the states obligations if liquidated.
Does that sound like something other states (like California) might consider too?

Well, yes. You’d have to formally amend the constitution. It is (rightfully) a difficult and lengthy procedure. But it’s in no way impossible, if you have the will to do so. And that’s a big if!

A big city near where I live did just that. They sold off their water authority, and other assets. That bought them a couple more years of solvency. Now they are back in the same old boat. But this time without the utility revenues.
Correct-the Madigan crime family is about 90% culpable. Us downstaters want nothing to do with the blue counties of DuPage, Cook, Sangamon and whatever county Cairo is in. Aside from those, we are a solid Red Sttate..
I suppose marketing does make all the difference but still...do you really think we can convince them that powdered Chicagoan is an aphrodisiac? I suppose its worth a try.
The mayor of Chicago is the de facto governor of Illinois. The politics of Cook County determine the politics of the rest of the state.
My preference for ridding the state of most of it's assets is that by doing that the state would discharge it's obligations and probably finish up with a pretty nice cushion.
They would have to start acting responsibly (which I have no reason to believe would be the case) and restructure their MO of governing, but Illinois is not a poor state. They have very poor government and until the democrats are driven from the state there will be no change in the corruption.
If a decent government were elected and installed I think Illinois could be back among the top states in the union within 5-10 years.
Constitutions don’t createmoney:if the state is bankrupt(mostly because of Democrats awarding unreasonable contracts,wages, and pensions, its obligations will have to be re-negotiated. Nature’s laws always trump man’s laws.
Indiana does not want any Chicago. No way.
