I don’t know of any operating documents that don’t have at least a three year on site retention requirement.

You are very likely correct. Imagine the mess we’d have in historical archiving if we let official documents disappear within the first year after their creation.
If anything signals wrongdoing, it is this heavy-handed, obvious attempt at obstruction. Heads should roll on this one.
Sounds like the latest swamp creature trick to conceal evidence — hand it over to a Presidential Library.
And even then, you may have to jump through hoops after the five years are up, and you can still be denied access to documents.
You can then go to court (if you have the money and the time).
But when the swamp creatures are determined to hide something, they won’t give it up without a massive (and expensive) fight.
The Republicans will be right on it, right after they help the Democrats Impeach Trump.

The Presidential Records Act can legally be used to deny FOIA requests. It cannot lawfully be used to deny a court-issued subpoena. Period.
