In my almost 23 years in police work expired inspection stickers,broken tail light,etc were always lead ins to a whole host of other charges. One of the officers that went out every day just looking for penny ante violations ended up with huge arrests because these jerks think they can get away with all kinds of violations. The last case I remember for the one officer that was a stickler for detail etc. Was an out of state homicide warrant that took thirty mins to verify,but was a good warrant. That author has a perfect last name,it fits.

Interesting. So it’s the “broken windows” policing model applied to drivers. Makes a lot of sense too.
Plus, if I have a taillight or headlight or turn signal light out, I appreciate being told of the problem so I can fix it.

They’re called “scofflaws,” ie. they scoff at the law and the idea it applies to them. And from what I understand, the gun permit thing was BS.
