They don’t have piece of paper called a budget, is all, which put some constraints on things they can spend on and when, i.e. road construction is coming to an end soon if a budget isn’t passed.

Service suppliers will stop supplying when they don’t get paid. Employees won’t come to work for long when their paychecks stop.
