Sweden has over 10,000 islands. Set up one or two and banish the riotous Somali drecks to them with no entrance back to the mainland. Or the Somali riff raffs can permanently return to Somalia whichever they choose. Sounds humane to me.
They must set tire fires to keep warm. It’s not like it was back in the old country. Sweden gets chilly.
