This is about the endorsement and promotion of the behavior and the lifestyle, which is inherently sinful.
Mercy is about the past, NOT condoning future behavior.
“Reaching out” is about encouragement to change and turn away from sin.
Mercy is even about forgiving in advance.
Like at the Cross.

And people prefer the devil they know if faced with two of them.
