I was thinking they could be seated in sections according to relevance. The media that asks pertinent questions to the front. The people that editorialize with their questions or rehash questions that have already been answered, or promote anonymous, unsubstantiated rumors go to back section.
Assign seats by number for example [1 .. 99]. Then as each reporter comes in, they get a numbered ball from a bingo machine with 99 balls. This determines which seat they get. So the front row could have The Podunk Gazette, if they draw the right number. They could also use the bingo machine to determine who gets to ask the next question. Fairness for all.
