Can’t you here see what Comey is doing? He’s trying to set him self up as some sort of an precient being who has this unbelievable insight into how things should be, so he here tries to take credit by manufacturing history in order to make himself look like it was he who is resonsible for the special council.
He is also dumping on the left in an attempt to appear to be non-partisan and thereby make his testimony more believable too more people. This is all being done in a pathetic attempt for him to regain the credibility that he knows he has lost buy all of the changes that he had the made to his original claims.
These are government documents. Already given to other officials. He had no right leaking them.
