From my point of observation, the man is talking about New York state. The state is sick and there are cities and towns with lots of white folks that are terminal. Hospice is needed to care for the old people unable or unwilling to leave.
The question is can a city survive on Social security and pension income?
There was a great push to sell New York with all kinds of benefits, tax relief etc for new business. I think it failed
It’s not Capehart who used the phrase “hospice care.” It’s Justin Gest, an academic Capehart was interviewing. And Capehart says it’s something Gest sees as a “way forward.” Capehart doesn’t object, but he doesn’t say he sees it as a solution. Capehart isn’t sticking up for the people Gest dismisses — he’s not indignant about “hospice care” for the White working class — but the idea aren’t his.
