Article I Section 10 of the US Constitution reads...

Section 10 - The Text
No State shall enter into any Treaty, Alliance, or Confederation; grant Letters of Marque and Reprisal; coin Money; emit Bills of Credit; make any Thing but gold and silver Coin a Tender in Payment of Debts; pass any Bill of Attainder, ex post facto Law, or Law impairing the Obligation of Contracts, or grant any Title of Nobility.

No State shall, without the Consent of the Congress, lay any Imposts or Duties on Imports or Exports, except what may be absolutely necessary for executing it’s inspection Laws: and the net Produce of all Duties and Imposts, laid by any State on Imports or Exports, shall be for the Use of the Treasury of the United States; and all such Laws shall be subject to the Revision and Controul of the Congress.

No State shall, without the Consent of Congress, lay any Duty of Tonnage, keep Troops, or Ships of War in time of Peace, enter into any Agreement or Compact with another State, or with a foreign Power, or engage in War, unless actually invaded, or in such imminent Danger as will not admit of delay.

Section 10 - The Meaning
Article I, Section 10, limits the power of the states. States may not enter into a treaty with a foreign nation; that power is given to the president, with the advice and consent of two-thirds of the Senate present. States cannot make their own money, nor can they grant any title of nobility.

As is Congress, states are prohibited from passing laws that assign guilt to a specific person or group without court proceedings (bills of attainder), that make something illegal retroactively(ex post facto laws) or that interfere with legal contracts.

No state, without approval from Congress, may collect taxes on imports or exports, build an army or keep warships in times of peace, nor otherwise engage in war unless invaded or in imminent danger.

The word “Deal” is a key operative.

Until I see it, this is a nothing-burger.

I have been putting in manufacturing all over the south owned by Chinese. I will guarantee there is a “deal” there somewhere.

You are correct. It pretty much takes away all private insurance in the state. So those of us who are tied to life insurance and retirement benefit plans just got screwed. The Dictatorship of Sacramento is dictating to us what we can and can’t have. No different than what Hugo Chavez or Maduro did in Venezuela. Next he’ll nationalized all corps and businesses. Its coming.

Retirement benefit plans’ healthcare?

The healthcare offered by those retirement plans is already too expensive.

Not really, I retired with a good plan and a low deductible so, now it will go away. I wonder if we will lose the doctors we currently see or will they relocated out of state now?

Yep....major tax hike for single payer. Guess for who? Not citizens who have to pay those taxes. They also just passed a law if you cannot afford to pay your traffic ticket, they will let it go. Guess who benefits from that too? The invaders.
