Probably not. The CIA had a mimicking program to impersonate the Russians. I suspect it was the one that did it and left fake “Russian” tracks for the FBI and NSA to pick up. If the Russians really did it, then Obola would have told the Witch and she’d have used it. Also Homeland Security tried to hack into the GA election commission but was caught and stopped. Looks like another Tawana Brawley type of hoax to me.
