Isn’t it against the law for states to make deals with foreign countries?

Almost. Article I, Section 10 of the Constitution provides that they can only do it with the consent of Congress. Gov. Moonbeam has deliberately ignored it, even though he's sworn to uphold the Constitution and the CA constitution requires him to do so.
