Imagine you are standing on line at the bank, convenience store, drycleaner, or wherever. Then the person behind you (who was pleasant and smiling) pulls a hammer from their belt and hits you in the skull.
It is difficult to remain perpetually on-guard in a non-combat and typical civilian environment. This could even happen with a trained person who is very regularly in Condition Yellow.
